Sometimes it will download as a .mod and sometimes it will be a .zip This probably depends on the age of the mod, or the way how Steam handles mods, I have no clue. It doesn't matter, just be sure to rename a .mod to .zip when it downloads that way. To install from steam, you need to have the game in your library as the mod installs basically "update" the game with your subscribed content. I'm not sure if there are other mod places out there, but I think you need to own the content in steam to have steam even download the mods, otherwise it has no where to put it.
